Türkiye’s Ministry of Health has launched an expanded e-Report (e-Rapor) system under which medical leave reports for eligible groups will be issued electronically rather than on paper. The ministry said the change is intended to simplify document management and improve access to health records through digital government services.
Under the new system, students, individuals under the age of 18, civil servants, public employees, self-employed workers and tradespeople can access their medical leave reports through the e-Devlet portal. Reports issued by physicians working at Ministry-authorized healthcare providers will be securely stored and can be verified through the e-Report Verification Service.
The ministry said electronically generated reports will no longer require printed copies for submission or verification, reducing administrative procedures for both citizens and healthcare institutions.
Officials also emphasized that the Ministry of Health’s e-Report system differs from the Social Security Institution (SGK) system used for temporary incapacity benefits. Medical leave reports issued for employees covered under Articles 4/A and voluntary 4/B of Türkiye’s Social Insurance and General Health Insurance Law will continue to be processed through the SGK platform.
The rollout follows the Health Reports Regulation, which entered into force in May 2026 and introduced broader reforms aimed at standardizing medical reporting, digitizing application procedures and expanding the use of electronic documentation across the healthcare system.
